Ombudsman Report – Conclusion

  • While the council members had conflicts of interest in the matters before council, and did
    not take the steps required to deal with the conflicts, we did not find any evidence that they
    did so maliciously or with any intent to deceive ratepayers.
  • We found that these council members were not fully aware that the conflicts of interest rules
    set out in The Municipalities Act applied to situations like these. Nor did they fully
    understand the RM’s own Procedures Bylaw, or the requirements that they not participate in
    these types of decisions, as set out it the RM’s Gravel Testing Policy. Their response to our
    draft report confirmed this.

BRIDGE CLOSURE

The RM bridge located at SE-20-62-21-W3/SW-21-62-21-W3 has been temporarily closed (northerly section of range road 3214).  This resolution was made by council at the regular meeting on August 3, 2017.  Council deemed this bridge unsafe and in an emergent state of disrepair.  This bridge will remain closed temporarily until such time the emergency situation can be rectified. 

Signage has been placed to mark this closed section of roadway.  The RM asks that you find an alternate route to travel in the meantime.  We apologize for any inconvenience this may cause.
